A fictional but reality-based scenario from the Tactical Ops Center. This TOC Talk begins with a sudden urban water failure — taps run dry, reservoirs silent, and families forced to ration or purify on their own.


🚱 Event: 09:42 – Family Home, Suburbs, USA | Complete Loss of Water Supply

Jake twisted the faucet. Nothing. Not a drip. Lisa tried the upstairs bathroom — same. Toilets half-flushed, pressure gone. Ellie looked worried, Max asked if it was “broken.”

Shadow whined at the empty bowl. The silence of the pipes felt louder than any storm.


📝 Jake’s Journal – 10:05

“Water’s out across the block. Neighbors shouting in the street. Lisa’s already pulling stored jugs from the closet. Me? I just kept thinking how quick normal disappears.”

  • Pulled six gallons from storage closet (2-day buffer)
  • Set up gravity filter and spare tablets on counter
  • Marked ration schedule for Ellie, Max, and Shadow
  • Closed toilets and sinks to remind: conserve

  • Ms. Ortega boiled a pot on the stove — but the flame sputtered from low gas pressure
  • Kids filled tubs too late — only an inch of water left at the bottom

Lisa reminded Jake: “We don’t panic. We plan. That’s the difference.”
